ERIE COUNTY STORM WATER MANAGEMENT PLAN
Erie County is currently preparing an Act 167 Plan that will compel Wayne Township to require stormwater planning for any development that proposes more than 2,500 square feet of impervious surface.  For clarification, the average single family dwelling covers 5,000 square feet.  Impervious cover may include any roof, deck, patio, parking or driveway area and any new streets.

Why is this happening?  Because as previously vacant land becomes covered with structures and paved surfaces, rain water can no longer be readily absorbed into the ground.  Uncontrolled runoff threatens property downstream, overtaxes streams, and increases flood control costs.  Realizing that Mother Nature doesn't recognize municipal boundaries, the PA General Assembly enacted Act 167 mandating a comprehensive program of stormwater management on a watershed or county-wide basis.  The goal of Erie County's planning process is to provide its 38 municipalities with uniform technical standards and criteria to manage storm runoff.

Once Erie County's plan has been adopted and approved by PA Department of Environmental Protection, Wayne Township will be mandated to adopt the model ordinance.  This ordinance will supersede the Stormwater Management (SWM) ordinance the township adopted in 2007 that required developers to control peak rates for any activity creating 10,000 square feet or more of impervious area.

Erie County Council will hold a public hearing prior to adoption.  We encourage you to review the proposed plan and draft ordinance at www.eriecountyplanning.org.  This is a major issue for all property owners.

ERIE COUNTY SUBDIVISION & LAND DEVELOPMENT ORDINANCE
The Erie County Department of Planning has recently completed the final draft of a proposed update of "Erie County Subdivision & Land Development Ordinance".  The updated ordinance is being developed in order to replace the existing ordinance, which was originally adopted in 1965, and most recently amended in 1999.

This draft ordinance is being made avilable for a public review/comment period.  Comments may be forwarded to the Erie County Dept. of Planning, 140 West 6th Street, Room 111, Erie, PA 16501.  There will also be a Public Hearing at 6:00pm on July 13, 2010 at the Fairview Branch of the Erie County Library, 1255 Manchester Road, Fairview, PA 16415.  The hearing will consist of an overview of the adoption process, followed by the public comment period.

Copies of the draft ordinance are available for public review at the Erie County Law Library and the Erie County Department of Planning during regular office hours, or online at www.eriecountyplanning.org.  Any person interested in additional information regarding this ordinance is invited to contact the Erie County Dept. of Planning (814) 451-6336.

MINOR SUBDIVISION PROCESS GUIDE FOR WAYNE TOWNSHIP
ERIE COUNTY APPROVAL/MUNICIPAL REVIEW

THIS PROCESS GUIDE IS INTENDED TO PROVIDE SUBDIVIDERS WITH GENERAL GUIDELINES ON THE SUBDIVISION PROCESS IN WAYNE TOWNSHIP.

This is the recommended procedure for persons subdividing property or creating land developments in Wayne Township where this procedure falls under the jurisdiction of the Erie County Subdivision and Land Development Regulations.  Subdividers should contact the Erie County Department of Planning for specific subdivision regulations and requirements.

The following steps should be carried out in the order presented.  If you have any questions please call the Township Secretary at (814)663-1663 or the Erie County Department of Planning at (814)451-6336.  While each agency attempts to expedite all subdivision reviews, subdividing property is a time consuming process and will not be completed overnight.

Please keep in mind that this information is for Minor Subdivisions. Major Subdividers & Land Developers must contact the township and Erie County Department of Planning, prior to initiating a project.
