Building a deck? Planting a tree? Installing a mailbox? 811 is the new number you should call before you begin any excavating project. For homewowners, digging on their own property, the 811 call is free. Even though using "Hand Tools" does not require an 811 call, it is suggested to do so. It's better to be "safe than sorry" when it comes to digging. Every digging job is potentially dangerous - even small projects like planting trees or shrubs. If you hit an underground utility line while digging, you can harm yourself or those around you, disrupt service to an entire neighborhood & ultimately be responsible for fines and reapair costs. WAYNE TOWNSHIP HIGHWAY OCCUPANCY ORDINANCE
On August 24, 2009, the Wayne Township Board of Supervisors adopted Ordinance No. 69 of which the following is a summary:
An Ordinance of Wayne Township, Erie County, Pennsylvania Requiring All Persons to Obtain Permits Prior to Connecting, Altering, or Paving Driveways to Public Roads or Performing Excavating or Other Work in Public Roads; Requiring The Submission of Plans in Compliance with PennDOT and Township Requirements Prior to the Issuance of Permits; Providing for Permit Fees; and Providing Penalties for Violations.

The Route 6 roadway will be "leveled" from Kitchen Village to past the Corry Auto Auction, thus closing a section of Route 6 from July 15, 2010 - September 15, 2010. Eastbound traffic will stay on Route 6 during this roadwork project, and all westbound traffic will be detoured via Turnpike Road (at Beer Barn corner), Route 89N to Route 6 West. Please be patient during these three months of Route 6 road improvements.
CLEAN FILL DIRT FROM ROAD MAINTENANCE PROJECTS
Occasionally residents request clean fill dirt from road maintenance projects. In order for the township road crew to enter your property and deposit material, an Authorization Form must be signed by the township resident.
Township policy requires the following:
- The dumping of clean fill dirt will not impact drainage on adjacent property, wetlands or flood plains.
- The fill dirt will be delivered to the closest location to the work site.
- A detailed "site map" of your property is very important; indicating landmarks, known or suspected wetlands, stream channels or flood plains near the field area.
The authorization form may be completed, signed, and filed here at the township office. Be sure to include your phone number on the form, so that we can contact you when clean fill dirt is available in your location from a road maintenance project.

PENNDOT TO CONTINUE TRAFFIC COUNTING ON MUNICIPAL ROADS IN 2010
In order to comply with annual reporting to the Federal Highway Administration (FHWA), PennDOT's Bureau of Planning & Research, Transportation Planning Division (TPD) will need to continue to collect traffic count data on municipally owned roads. Spring 2009 was the first time PennDOT attempted to collect data on municipally owned roads.
Only a small portion - approximately 10% - of the original 7,200 locations will be set in 2010. Not all municipalities will have traffic counts. We don't know yet if Wayne Township will get a traffic counter. A specific notification will be mailed to any municipality selected.
UPCOMING PENNDOT PROJECTS
At the January 25th township board meeting, a PennDOT representative held a "Public Plans Display Meeting" for the benefit of our residents. There are two Bridge Replacement Construction Projects planned for 2011 and 2012. Locations: SR 6 Bridge Replacement over Beaver Run & SR 6 Culvert Replacement over Branch of Beaver Run -- both within Wayne Township, Erie County, PA. Minimal road work on either side of structures is anticipated.
The above-mentioned bridge replacements are currently in Preliminary Design.
TOWNSHIP ROAD PROJECTS
Road Inspection was completed April 16th (see 4/16/10 minutes). Upcoming road projects were prioritized by the Board of Supervisors, as well as the RoadMaster. A few of the road projects have been completed, and the following worksites are still on the schedule.
- Buffalo Road :: .5 mile 2A reconstruction Buffalo N of Five-Corners to Wheelock Road
- Proctor Road :: Dirt & Gravel Road Project with Pipe Installations
